Nevertheless, in spite of the just cause and what it means, the proposal has been blocked by a limited group of nations, but influential, headed by the United States of North America, with premeditation. Surely it impacts in a negative way those countries that need the scientific progress as form of exit to economic and social situations. Cuba multiplies this effect since to these limitations are added the damages of the American blockade, making more expensive not only the financing of the imports or provoking additional expenses to the exports, but delaying or preventing necessary skills to the development.
According to informati on already published by the Ministry of Science, Technology and Environment (CITMA) the affectations are in the non acces to North American technologies, the incitement to the escape of talents that has caused socioeconomic dammages to the country. To recognize only some of these indexes it is enough to penetrate into any of the spheres of the national life and to state the absence of technological devices, material resources and services.
In fact people speak a lot about these material damages that we endure for half a century and that of course includes erosion to the economic patrimony and the reduction of possibilities of application of skills and projects, nevertheless, a punctual topic in the results of the blockade is the flagrant human rights violation of the people, of the family, the community and the society in its widest prism.
For years has been quantified how and how much impacts the blockade on the scientific sphere in Cuba, as well as in the monetary-financial implications of the commerce of certain scientific services, reducing the possibilities of executing actions for the development. The inability to acquire products, components or aggregations for the application of modern technologies, devices and indispensable processes has developed a hard clash of the science before these needs with search of variants and not always successful alternative ways.
The branch of the health, vulnerable like few ones, suffers the deficit of medicines, technology and possibilities of improving the sanitary system of the country although Cuba, with amazing human and scientific effort, has managed in a very difficult situation to maintain in high place its prestige as medical potency. On the other hand, the inhuman blockade has denied the possibility of acquiring devices for the functioning of the Laboratory of Nuclear Skills, for which it stopped its operations preventing the country of physiological and genetic studies that allow to obtain new cultivation varieties and increase the agricultural outcomes in diverse conditions of soils and climate.
The same happens with the transport, the communications, the agriculture and even in the inter comparison of patterns of measuring devices, according to a note recently released, by means of countries of the southern cone of the region like Brazil and Argentina, for the inability to gain access to the NIST (National Institute of Standards and Technology), governmental organism for the standardization and the metrology in the United States. The numbers indicate that the entire cost for sending abroad more than 15 measuring devices is 52 000 CUC, more a delay superior to two months of demurrage, which invalidates the use of these devices.
The human rights violation on the subject of science, and that affects in the environmental dangers that threaten the humanity, is cruel with our country prevented of scientific development because of a blockade now politically manipulated and retouched, but that in the end, from another edge, continues with the same intention of destroying each of the conquests of the Cuban Revolution.
